No, Ben Affleck isn't dressed like this for Halloween.
The actor/director/writer of his latest movie, The Town was shooting scenes in his cop uniform.  He plays a thief who falls for a bank manager.  
Looks like he's trying to get away from the cops by dressing like one in these pics.
